Alex is currently pursuing a Master’s in Town Planning at Anglia Ruskin University, and this role offers the perfect opportunity to complement academic studies with practical, hands-on experience.

As part of our growing team, Alex will be involved in a variety of projects, gaining valuable insight into the planning process, from policy interpretation to planning appraisals and client engagement. This practical experience will not only enhance Alex’s understanding of planning, but will also provide a strong platform for future success in the profession.

IBC Appeal Dismissed

JBPL successfully defends an 'officer overturn' at appeal.

James Bailey Planning Ltd (JBPL) is pleased to have supported Ipswich Borough Council (IBC) in successfully defending an ‘officer overturn’ appeal and accompanying costs application, for residential development at Land North of Mitford Close, Ipswich.

The Planning Inspectorate dismissed the appeal, citing concerns around landscape harm and the risk of unacceptable harm to the residential amenity of future occupiers due to an adjacent multi-use games area (MUGA).

The Inspector found that the proposed development would result in a moderate degree of harm to the landscape character, particularly due to its location on the valley side and the urbanising effect it would have on a currently semi-rural site. Despite mitigation opportunities, the proposal was seen as an incursion into the countryside, conflicting with local policies DM11 and DM12 which seek to protect Ipswich’s distinct landscape setting. Furthermore, the Inspector agreed with our approach that, although the tilted balance under paragraph 11 of the NPPF was agreed to be engaged due to an unassessed housing shortfall, the relevant local plan policies were consistent with the NPPF and could therefore be given appropriate weight in the decision-making process.

Crucially, the Inspector also raised concerns about the relationship between the proposed dwellings and the existing MUGA, which operates into the evening under floodlights. The unpredictability of noise spikes, such as from whistles and shouts, and the potential for light spill, were considered to pose a substantial risk to residential amenity. The absence of a detailed light survey and uncertainty around effective mitigation led to the conclusion that the site could not confidently accommodate 80 dwellings without compromising living conditions.

Notably, this issue was not part of the original reasons for refusal but emerged as a successful argument advanced by neighbouring third-party representations, who were represented by Ben Elvin Planning. On behalf of IBC, we assisted the Inspector in successfully arguing the need for sufficient confidence that an acceptable scheme could be brought forward at reserved matters (covering all issues including landscape and amenity), before outline planning permission could be given. This is a point recognised by the Inspector in their decision, in finding that they could not be sure that the quantum of development applied for could be satisfactorily accommodated within the appeal site (paras. 14 and 18).

This appeal decision marks an important milestone for JBPL, as it was the first appeal handled by our newest team member, Steven Stroud, who brings considerable experience in managing appeals or providing expert evidence across all procedures. We are delighted with this outcome and remain committed to supporting our clients with specialist expertise in planning appeals and other contentious or complex matters. Welcome - Steven Stroud

We are very proud to welcome Steven Stroud as Associate Director to the JBPL Team.

Steve is a Chartered Town Planner with a strong academic background and broad experience across the public and private sectors. He has led a wide range of major development projects and brings particular expertise in complex planning and enforcement appeals, having appeared at numerous hearings and public inquiries.

Most recently acting as Chief Planning Officer for two local authorities in Suffolk, Steve is known for his strategic insight, robust professional judgement, and ability to deliver clear, solution-focused advice. He has a particular interest in the historic environment and heritage-led planning.

JBPL Secures Multiple Approvals in April 2025

The JBPL Team have had a very busy April, achieving a number of planning successes on behalf of our clients across East Anglia during this period.

JBPL managed to secured approval for a Reserved Matters Application relating to appearance and landscaping for the erection of five dwellings in Old Newton, Mid Suffolk. This also required obtaining approval for a Discharge of Condition (DOC) application for the same site, specifically revised Surface Water Drainage details.

This followed a successful NMA application to remove the ‘self-build’ element that has been originally attached to these dwellings.

In addition, JBPL successfully gained approval for the East of England Co-Op for a travel pod on their site at Samson Road, Brightlingsea. This was achieved via a Section 73A application which involved close working with Tendring District Council.

The JBPL Team have also been working with Anglian Water on a scheme for the conversion of a former pump house into a 4-bedroom dwelling house, located off Watermill Road, Bucklesham.

This was approved by East Suffolk Council on April 11 ^th 2025.

The unique design, materials, history and character of the former pump house were considered to be fundamental to the proposed conversion, and will therefore be retained as part of the future conversion.

It was a great experience to work with Anglian Water in trying to bring forward this redundant, historical asset. It was a unique project, and we look forward to seeing the finished conversion in the future.

Babergh & Mid Suffolk's Draft Local Development Scheme

Babergh & Mid Suffolk Draft Local Development Scheme

The Agenda for the Full Council Meeting for Babergh District Council has been published, ahead of the scheduled meeting on 26 ^th February. Mid Suffolk District Council’s Full Council Meeting is scheduled for 27 ^th February.

As part of this, the draft Babergh and Mid Suffolk Joint Local Development Scheme (LDS) (March 2025) has been made public.

Key points

Officers are recommending to Members that they approve the LDS which would be brought into effect by 5 ^th March 2025. This date would mean that the timetable set out in the NPPF (2024), which requires Councils to publish an LDS within 12 weeks of December 12 ^th 2024 would be met. It is necessary to bring the LDS up-to-date to reflect the new preparation of a BMSDC JLP Review (and not a Joint Local Plan Part 2 document) and the current timetable for the preparation of planning documents.

The BMSDC JLP Part 1 Development Plan Document, plans for the period 2018-2037 . The JLP Review will be a 20-year Plan that plans to at least 2044, being 15 years from the proposed date of adoption and will be prepared under a new plan-making system. Formal scoping and participation stage of the Review is planned to commence in March 2026.

Timeline for Local Plan Review

• Scoping and participation stage,– March 2026 to July 2026 (minimum four months).

• Plan visioning and strategy development including first public consultation – August 2026 to March 2027.

• Evidence gathering and draft the Plan – April 2027 to December 2027.

• Second public consultation, proposing changes and submission of the Plan – January 2028 to June 2028.

• Examination of Plan including additional three months for Main Modifications (no more than 24 months after commencing the Plan) – July 2028 to March 2029.

• Adoption – April 2029.

The SPDs set out below are proposed to be prepared in 2025:

• Wellbeing and Health Supplementary Planning Document.

• Renewable and Low Carbon Energy Supplementary Planning Document.

• Design – Part A: Sustainable Construction Supplementary Planning Document; and

• Design – Part B: Local Design Codes Supplementary Planning Document.

The Biodiversity and Trees SPD may not be able to be adopted as an SPD, depending on new Regulations.

We are excited to welcome Mahtab Noori as our latest recruit to the JBPL team, who joined us as a Graduate Planner in September 2024. To celebrate her new role, we enjoyed a team lunch which was a wonderful opportunity to get to know Mahtab better in a social setting.

As a company, JBPL promote an inclusive and supportive working environment, whilst enjoying time together as a team away from the office.

The RTPI’s Young Planners Conference is being held in Cambridge this year, and JBPL are very proud to announce their sponsorship as part of this great event.

The conference is being held at The Hilton in Cambridge from Friday 11 ^th to Saturday 12 ^th of October 2024. Representatives from JBPL will be attending and will be participating in each of the sessions and at the planned city tours.

The conference aims to bring together ‘young’ planning professionals from across the country that are in the early years of their careers. The sessions will focus on Cambridge as an example, and the fine balance between growth and resources, particularly regarding the historic environment, connectivity and infrastructure requirements.

Speakers from different backgrounds will discuss the delivery of affordable housing, landscape led schemes, nature recovery strategies, and connectivity between urban and rural areas. There will also be a discussion on the recent change in Government, and its impact on ‘planning’.

Inaugural Launch of “Bury Business Connections” – a great success

There was an excellent turn out at our first Bury Business Connections networking event, with over 45 attendees partaking to share their knowledge and experience with one another. It was a pleasure catching up with familiar faces, and meeting new like-minded business people.

The guest speaker, Wendy Richards, who is a business action coach. Wendy gave an insightful presentation into how to grow and improve your business, and how to maintain positive momentum. It was an excellent presentation, which was very much appreciated by all in attendance (especially with the offer of free coaching sessions).

The next Bury Business Connections networking event will be held at Bury St Edmunds Cricket Club on Wednesday August 19th 2024 from 9.30-11am.

The event is hosted by EJB Property, Gossling Estates and JBPL, and we very much look forward to welcoming you to the next event.

Farewell Radmila

After almost two years of living and working in Bury St Edmunds, the time has sadly come for the JBPL Team to bid ‘goodbye’ to Radmila, who is moving back home to Sydney, Australia, with her husband Kodie, to begin the next chapter of their life together.

‘Rad’ joined JBPL back in September 2022, and very quickly became an integral and much-loved member of the team. Her passion for food and travel, coupled with her Australian sense of humour and dedication to work, meant Radmila seamlessly fitted in with the JBPL Team.

Although Rad joined us with a strong foundation in the Australian ‘zonal planning system’, there was still lots to be learned about the UK’s planning system. Radmila immediately emersed herself into the JBPL culture, and has taken part in: public consultations; client meetings; presentations to external audiences; and also being the first point of contact for clients and new customers with JBPL. Rad very quickly became a highly valued member of the JBPL Team.

Rad has also been front and centre of the JBPL social scene for the last couple of years, which is another important aspect of working at JBPL. This included: enthusiastically helping the team escape from the Aztec Room; camping overnight in Laxfield; featuring on ITV news; visiting most of the notable pubs in Bury; and making an appearance at the annual Steele Bodgers event.

Whilst living in Bury, Radmila and Kodie managed to tick off an impressive number of countries, including: France; Spain; Scotland; Serbia; Ireland; Montenegro; and even managing time to get married on Lake Guarda, Italy.

Two years after joining, Radmila leaves the UK to begin the next part of her life back in Australia. She leaves the JBPL Team with a husband; a wealth of planning knowledge and experience; and hopefully memories that will be cherished forever. Rad has become not just a colleague, but also a friend, and she will be truly missed.

It is therefore, with heavy hearts, that we say goodbye Radmila – and all the best of luck.

Shogun Rugby 7s Team Win at Super 7s Bury St. Edmunds

Shogun Rugby Football Club won the Super 7s tournament at Bury. St Edmunds on Saturday 22nd June 2024

Over the weekend, Bury St. Edmunds Rugby Football Club hosted Round 3 of the Super Sevens Series UK. This is a tournament that is held in different parts of the UK during the rugby sevens season.

JBPL attended the tournament, and are proud sponsors of the winners and Champions - Shogun Rugby Football Club. They defeated Boom Beavers in the final.

Bury Business Connections - New Networking Event

We are excited to share that JBPL are entering into a new venture for a Bury focussed networking opportunity that will be launching soon. JBPL have teamed up with EJB Property and Gossling Estates to provide a new networking project, that will meet on a monthly basis with the aim of bringing together businesses in the Bury area on a regular basis.

The event will be held on the second Wednesday of every month at the Bury Cricket Club (Nowton Road, BSE, IP33 2BT), and the first event is taking place on Wednesday 10 ^th July 2024 at 9:30am-11:00am. There will be a guest speaker; then general networking; with coffee and light bites available. The purpose is to provide a relaxed networking environment, where friends and colleagues in the business sector can meet and exchange views, seek advice, or share experiences.

The start of 2024 saw JBPL celebrate its 4 ^th birthday.

Director and Owner James Bailey commented:

“I cannot believe how quickly time has gone by, and nor could I have imagined the growth and success of the business when I set it up on 1 ^st January 2020. I am immensely proud of all that we have achieved so far, but I take most pride in the team that we built, especially their passion and energy which accords with the JBPL ethos. Early Christmas Present

Just before JBPL closed for the Christmas holidays, the team received some much welcomed positive news from Mid Suffolk District Council that planning approval was granted for a site in Battisford. This was for a hybrid application which was seeking permission for the development of two new dwelling houses and associated access arrangements.

The JBPL Team had worked hard to manage the application during the planning process, and even secured support for the application from the Parish Council after attending a meeting and answering questions.

A great way to complete 2023!

JBPL Christmas Dinner - 2023

This year, the JBPL Team and their partners helped to celebrate the end of a fantastic year for James Bailey Planning Ltd!

There was a few pre-dinner drinks at The Wine Cellar, before we all made our way to 1921 - a multi award winning restaurant located in the heart of Bury St. Edmunds where we enjoyed a delicious selection of food and wine.

After dessert, we divided in to two teams for a fun Quiz that was prepared by Ellie and Luke. It was a wonderful evening with lots of laughter shared with great company.

BBC Bitesize Schools Tour 2023

JBPL Goes Back to School

A member of the JBPL team was invited to take part in the BBC Biteseize Schools Tour, attending an all day events at Breckland School as a ‘professional panellist’. Alongside a BBC Radio Suffolk Broadcaster and Engineer for the National Grid, Ellie Drozdowska shared her school and career experiences, discussing what it means to be a Chartered Town Planner; what roles and responsibilities a Planner may have; and her personal journey through school, college and university.

The pupils were able to ask career and school related questions, in order to gain a broader understanding of what careers are available in the world of work, and what different ‘paths’ can be taken to achieve their career goals and the importance of ‘soft skills’ as well as qualifications in the workplace.

It was such a privilege to be involved in such an engaging and inspirational event, and to build relationships within the local community, and amongst other professional.

An excellent day that the pupils will have hopefully got a lot out of and enjoyed! JBPL really enjoyed going back to school.

Steele Bodgers 2023

On 29 ^th November 2023, the JBPL team along with a few guests attended the 75th Annual Steele Bodgers Event. Each year this rugby fixture is held at the Cambridge University Rugby Club. The University team plays against a ‘Steele-Bodger’ XV side made up of invitational players from different clubs and cities.

The JBPL team had the pleasure of sharing the day with: Mark Chapman (Taylor Wimpey); Struan Power (Taylor Wimpey); Stephen Lee (Bloor Homes); Neil McManus (SCC); and Rob Evans (Cannon Consulting Engineers).

Overall, it was a very enjoyable day out, that was made up of networking and catching up over a few drinks with many past and present colleagues and friends.

Thank you to everyone that joined and for making it such a great day! We look forward to attending this successful corporate event next year!

World Town Planning Day is on 8th November every year...

Town planning is an integral process that involves creating, arranging, and forming liveable communities for people to live, work and play.

The concept of planning out a city or community goes back thousands of years to early civilizations. Planning focuses on many areas such as all modes of transportation, accessibility, public spaces, distribution networks, housing, and the location of services and facilities for communities.

Consent at Violet Hill Road, Stowmarket

Permission was granted for an Outline application on the former TruckEast site off Violet Hill Road, Stowmarket. JBPL submitted the application on the brownfield site for the erection of up to 65 new dwellings including affordable homes on behalf of the site owner. JBPL worked closely with the Mid Suffolk District Council, and the application was recommended for approval, and received a resolution to grant at Planning Committee in July 2023, with Members voting unanimously in support of the application.

TruckEast has occupied the site for over fifty years, functioning as a commercial vehicle workshop operator. Prior to the application being approved, JBPL successfully helped TruckEast to relocate to the purpose-built site known as Lawn Park Business Centre. Lawn Park was specifically designed to accommodate businesses of this scale and nature. To read more about this application that JBPL was involved with, click here .

WOW - JBPL are exceptionally proud (and totally surprised) to announce that James Bailey Planning Ltd. was named Small Business of the Year at the Bury Free Press West Suffolk Business Awards event that was held on Friday 13 ^th October at the Apex in Bury St. Edmunds.

The Bury Free Press West Suffolk Business Awards has been running for 12 years, and acknowledges and celebrates a wide range of businesses across the region.

This award came as a total shock to all at JBPL, although a very pleasant and welcome one. We would like to take this opportunity to thank all of our clients and fellow consultants who have support us over the last 3+ years, since we started in 2020.

JBPL are finalists in the Business of the Year (Small) category which is sponsored by the Suffolk Chamber of Commerce, with the awards acknowledging and celebrating the many different businesses across the local community.

Suffolk Climate Emergency Plan

Over the last couple of months, JBPL has met with national house builders such as; Taylor Wimpey, Denbury Homes and Bloor Homes to present on the ‘Suffolk Climate Emergency Plan’ (SCEP)

Our meetings were held in their offices, and it was a great opportunity to sit together and share about Suffolk’s SCEP and to discuss housing and sustainability.

What is the Suffolk Climate Emergency Plan (SCEP)?

The SCEP was created by the Suffolk Climate Change Partnership which is made up of Suffolk’s Public Sector Leaders (SPSL). The plan was first published in the Summer of 2021, and it sets out the goals and outcomes to be delivered to secure a sustainable future for Suffolk.

JBPL had the opportunity to have a meeting with David Walton, who is the Climate Emergency Programme Manager at Suffolk County Council. Our meeting with David was very useful and allowed us to gain a deeper understanding of the Partnership’s ambitions for the future of Suffolk.

The Plan has been designed to be used by local businesses and residents and it is focused on the behavioural and habitual changes towards lower carbon emissions. The plan is made up of the following sections: Collaborative Action, Sustainable Homes, Low Carbon Transport, Industrial and Commercial Energy Use and Cleaner Power.

One of the initiatives launched by the Suffolk County Council (SCC) and the Environmental Agency is called the Carbon Charter. The Carbon Charter provides support and recognition to businesses making commitments to reduce their carbon emissions. JBPL worked closely with @Groundword East , who supported us in the journey to be awarded the Bronze Award by the Carbon Charter. To read more about our Carbon Charter journey, click here .

JBPL achieve Bronze Carbon Charter accreditation

JBPL are excited to announce that the company has been awarded membership to the Suffolk Carbon Charter, starting with our Bronze award.

We have worked closely with Groundwork East to help JBPL become Carbon Charter accredited, which provides formal recognition of our commitment as a business to environmentally sustainable business practices. This process involved identifying current energy use; calculating our carbon footprint; and then designing a realistic environmental company policy, with a series of target for the business to strive towards.

The Carbon Charter consists of three levels of accreditation:

Bronze – you have started your NetZero journey and have a carbon reduction plan in place;

Silver – you can demonstrate measurable progress on carbon reductions; and

Gold – your business is a NetZero leader and is leading the way for positive change.

Every Carbon Charter member has been independently assessed for sustainability and recognised for progress. JBPL is proud to have taken the first steps towards becoming a Carbon Charter leader, and we can be found on their website under “Members”

On Saturday 2 ^nd September the first league fixture of the 2023/2024 rugby season for Bury St. Edmunds began at the Haberden. The Bury Rugby Men’s 1 ^st XV faced Old Albanian RFC, and James Bailey Planning Limited were the official Match Day Sponsor.

The day began with the 2023/2024 Colts side up against the Old Albanians U18’s in a curtain raiser to the Men’s 1 ^st XV match, which saw a comfortable win for the home side.

The 1 ^st XV’s team kicked off at 3.00pm. This was a much closer game, with Bury eventually coming away with a nail-biting win. To cement their victory, Bury were rewarded with a penalty kick in the last minute of the match that was converted by Kodie Hawkins, who was named Player of the Match. The final score was Bury 21-20 OAs.

It was a brilliant and successful day of rugby, and JBPL are very proud sponsors of Bury Rugby.

JBPL's First Work Experience...

For the first time ever JBPL had a Work Experience placement join the team in August. We had the opportunity to offer Henry Winn an insight into our day-to-day activities as planners; the projects that we are currently working on; and how our planning consultancy operates as a business in the Bury area. During his time with us, he had the opportunity to go on a site visit; attend client meetings; and assist the team with research on some of our projects and site searches.

Henry is from Thurston and will be studying surveying, construction and engineering at West Suffolk College from September, having already spent time at a local surveying practice. His enthusiasm and approach to gaining work experience is highly commendable.

Well done Henry, and JBPL want to wish you the best of luck in the future!

JBPL Away Day in Laxfield

The JBPL Team went on a camping away-day to Jamie’s home in Laxfield, in northern Suffolk.

The Team met on Saturday morning to set up camp. We then made our way to The King’s Head Pub (aka the ‘Low House’) for a few drinks and a late lunch in the sun, (along with some unexpected Morris Dancing). We then enjoyed a lovely afternoon back at camp, with some good weather and also a few games of Kubb (also known as Viking Chess) which requires skill; accuracy; and a big dose of luck - throwing batons at the opponent’s kubb army to knock them over before attacking the king. Jamie then prepared a BBQ for dinner and put on a campfire until late, where we enjoyed melted marshmallows with strawberries, chocolate buttons, and home-grown raspberries.

We were lucky with some amazing weather, and a great weekend was had by all (although we did mis-time the combine harvest season in the fields next door which made for an ‘interesting’ evening).

Brownfield Success in Stowmarket

JBPL attended the Mid Suffolk Planning Committee on 19 ^th July 2023, successfully gaining Outline planning approval for up to 65 dwellings in Stowmarket with an anonymous decision from all Members in favour of the Officer’s recommendation.

The land has been occupied by TruckEast, a well-established HGV vehicle workshop repair operator, since the early 1970’s very close to the town centre of Stowmarket. In planning terms it is therefore considered a ‘brownfield site’ in very sustainable location. The HGV business has expanded and as a result, TruckEast have relocated to a larger premises that can accommodate the daily HGV movements at Lawn Park Business Centre, leaving their Violet Hill site prime for residential development.

ITV news report on the accessibility of public open space and parks for women and girls in East Anglia

JBPL were privileged to be involved in the recent ITV news report on the accessibility of public open space and parks for women and girls in East Anglia.

JBPL were invited to be interviewed from a planning perspective regarding designing public areas and what can be done to increase the levels of confidence and safety women and girls experience in these open spaces. We noted that a current absence of planning policy and guidance on this matter, would need to be a starting point in relation to any future planning.

Opening up discussions between: local communities; vulnerable users; planning consultants; the police; and the local authority is an excellent place to start addressing these issues in a collaborative manner in order to achieve accessibility of public open spaces for all.

As a practice, JBPL feel fortunate to be part of such an important piece of work, and in helping to bring this to people’s attention. We will continue to be involved in effecting creative strategies and thinking to address these current issues, particularly from women and girls experience, through our ongoing planning work.

Lawful Success at Bradfield Combust, West Suffolk

JBPL have successfully obtained an Approved Certificate of Lawful Existing Use and Development (CLEUD) on behalf of a local landowner in Bradfield Combust, Bury St. Edmunds.

A CLEUD is a legal document that is issued by the Local Planning Authority to regularise a development on a site. The certificate provides certainty that any existing use, operation, or activity listed in the document is deemed lawful and cannot be questioned or be subject to enforcement action.

The processes involved demonstrating that the use had been operating continuously for a period of at least 10 years and that the buildings or works have been on the land for a period of at least 4 years, through compiling evidence including documents, photographs, and other relevant information.

Close liaison with the Legal Team at West Suffolk Council enabled a positive dialogue, and ultimately a positive outcome for the client.

Mulberry Homes first scheme in Mid Suffolk was granted permission April 2023.

An excellent result at Mid Suffolk’s Planning Committee on the 26th of April, gaining Reserved Matter approval for 52 new dwellings in Badwell Ash for Mulberry Homes.

This is Mulberry’s first scheme in Suffolk, and they were keen to see this as flagship project which included extensive sustainability measures; positive connections with the existing village; specific local wildlife contributions; and a bespoke sensory play area.

There was considerable praise for the both the developers and the application as a whole, which embraced pro-active local engagement and resulted in support from the Parish Council. A great effort from all involved and congrats to the Project Team.

Care Home Consultation Event in Elmswell

On 29 ^th March 2023 JBP held a drop-in event at the Wesley Café in Elmswell regarding a potential care home / retirement village for Elmswell in Mid Suffolk. The purpose of the consultation exercise was to invite members of the public to discuss the need for a potential specialist residential facility in the village. It was a successful and insightful afternoon, with a positive turn out from the local community, including attendance from Ward Members, Parish Councillors, neighbouring residents, and local residents. The feedback received on the day will help inform any next steps, in the very early stages of a specialist project.

Further Employment Success at Lawn Park Business Centre

Lawn Park Business Centre is an existing employment site that is located off the A14, between the settlements of Elmswell and Woolpit in Mid Suffolk. It is home to a series of local businesses, and there are plans for further expansion with more business interest coming forward in the local area.

Following positive pre-application discussions with Council Officers, the JBPL team took forward a hybrid application that included for: storage; light industrial; and office uses.

The application involved a number of plans, surveys and reports in order to justify the proposals, including: noise; landscaping; ecology; and lighting.

The application was taken to Mid Suffolk’s Planning Committee on the 15 ^th of March 2023, where it was approved by Members in line with the Planning Officer’s recommendation.

Fantastic news – after an exceedingly busy start to 2023, we have more good news at JBPL via an internal promotion. Ellie joined JBPL in August 2022 as a Graduate Planner, and after breezing through her probation period by demonstrating excellent planning knowledge and skills, she has been duly rewarded with a promotion to ‘Planner’. This is JBPL’s first promotion, so well done Ellie – thoroughly deserved.

Time to relax... after a hectic start to 2023

After our busiest and most successful start to a year to-date, it was good to ‘switch off’ and relax both the mind and body. Yoga is an excellent way to unwind, clear your mind and bond as a team. The JBPL were able to strike some poses; loosen up; and raise our heart rates under Ellie’s careful instruction.

All of this exercise helped to build up an appetite (and thirst), with the team going out for something to eat in Bury St. Edmunds, followed by drinks with some of our close clients. Here’s to the rest of 2023!

Taylor Wimpey Secure Approval for 750 Dwellings at Babergh Ipswich Fringe

Taylor Wimpey and their team of consultants have been working on an Outline application for their land off Hadleigh Road, Sproughton for a long period of time. Consultation was fundamental with this application, which involved extensive engagement with local stakeholders; members of the public; Council Officers; and Sproughton Parish Council, over many years.

The application includes for: the construction of up to 750 dwellings; up to 3ha of land for education use; over 50% of the site being area of open space (both formal and informal); plus a number of access and highways improvements off the A1071, the Beagle roundabout, and Hadleigh Road.

The application was heard at the Babergh Planning Committee on 25th January 2023, where the majority of members voted to approve the application

The site, that has become known as “Wolsey Grange 2” is a further residential led proposal, that follows on from the 2018 planning consent for a mixed use site including 475 dwellings, known as “Wolsey Grange 1”.

Allocation in East Suffolk Plan Approved

James Bailey Planning Limited have assisted Denbury Homes with securing another planning approval for a site on land east of Mow Hill, Withnesham.

The scheme involves the erection of 32 residential dwellings, of which 10 will be affordable, new public open space and new local infrastructure.

This application was approved at East Suffolk’s Planning Committee on Wednesday 20th December 2022 with Jamie Martin-Edwards representing JBPL and Robert Eburne from Denbury Homes.

JBPL Get Festive at the Oakesmere

To celebrate the Christmas season this year, the JBPL team and our partners gathered and stayed at the Oakesmere, a beautiful, restored country house which is just outside the market town of Eye, Diss. The eight of us enjoyed a delicious food together, lots of drinks, and plenty of laughter. It was a special night away in the Suffolk countryside, and everybody seemed to have a wonderful time.

JBPL Escape……………..just…..

Our Christmas outing this year involved teamwork, creative thinking, problem solving and racing against the clock.

After enjoying a delicious meal at Zen Noodle Bar, we visited The Evidence Room in Bury St Edmunds. We were ‘trapped’ in a fully immersive Aztec room which was set in the year 1435. To escape we needed to solve a series of puzzles and find four crystal balls in 60 minutes. After deciphering codes, uncovering clues, and solving puzzles we managed to escape in 41 minutes and 34 seconds!

It was a fun-filled afternoon, and each team member played an important role in the escape. Well done all.

JBPL at the Steele Bodgers

On Wednesday 30 ^th November the JBPL Team attended (and thoroughly enjoyed) the 74 ^th Steele Bodger Match at Cambridge University Rugby Club.

Mickey “Steele” Bodger was an international rugby player who represented England and Harlequins. After a career ending injury, he remained heavily involved with the rugby community, and was a long-standing President of the Barbarians Football Club and a British and Irish Lions Selector. He established the first ‘Steele Bodgers Match’ in 1948, where he formed an invitational team to play Cambridge University as their final warm-up game before their annual match with Oxford University. This was a huge success and has become a notable event in the rugby calendar ever since.

JBPL sponsored a table in the marquee, and we were joined by clients and friends from: Bloor Homes; Denbury Homes; Cannon Consulting Engineers; CSA International and Taylor Wimpey.

The day was filled with great company; much laughter; excellent food and many drinks’ and of course an exceptional rugby match. Cambridge University Rugby Club came away with a 36-26 victory over the Steele Bodger XV side. Congratulations to all involved for such a great day!

Barham Design Code - Highly Commended

A collaborative approach taken towards a Design Code by Taylor Wimpey East Anglia and Mid Suffolk District Council has been highly praised by Members of Mid Suffolk’s Planning Committee.

A Design Code was required to be ‘endorsed’ ahead of a Reserved Matters Planning Application coming forward, for a residential development for 269 dwellings, including affordable housing, on land north-west of Church Lane, Barham.

The high-quality Design Code adheres to the criteria set out within the National Design Guide (NDG) which provides guidance on how to produce well-designed and well-built places for people, with a strong sense of place. Character Areas have been identified, with building design and materials all being carefully considered.

The Design Code application was well received by Members of the Committee, who were particularly impressed with the level of local consultation and public engagement that had taken place with the local community prior to submission. This included: formal and informal meetings; ‘in-person’ and ‘online’ workshops; letters; leaflets; and briefing documents.

The Design Code was presented and unanimously endorsed at Mid Suffolk’s Planning Committee on Wednesday 9 ^th November 2022.

Rapid Planning Approval for Denbury Homes in Elmsett

Rapid Planning Approval

JBPL have worked closely with Denbury Homes during 2022 on a new Full application for 44 new homes on land east of Hadleigh Road, Elmsett. The site benefitted from an earlier Outline consent that was granted in 2018 for 41 dwellings, and was more recently it identified for “approximately 41 homes, including 15 affordable” in the ‘made’ Elmsett Neighbourhood Plan (2019).

The proposals take a landscape led approach to design, with a comprehensive green infrastructure strategy running through the scheme. The layout is set back from the road frontage, and has incorporated a series of bungalows to offer a transition into the site. At the same time, it also ensures that there are enhancements to the existing public footpath networks, as well as offering improvements to local biodiversity.

In addition to the housing being proposed, a large area of public open space will also be provided via a new LEAP and a drainage basin. This will add a significant buffer between existing properties and the proposed development, which was discussed and agreed with District and County Council Officers, and the Parish Council.

This application was unanimously approved at Mid Suffolk’s Planning Committee on Wednesday 5th October 2022, with a Decision Notice being issued on 28th October 2022. This is a remarkable turnaround of 6 months and 24 days from validation to Decision.

Another phase of development at Taylor Wimpey’s Northfield View site in Stowmarket was successfully approved by Mid Suffolk District Council on 4 ^th May 2022.

“Phase 2C” is a further ‘connecting phase’ of the highly successful and important development for both Mid Suffolk and Taylor Wimpey.

This was a Reserved Matters application for 234 new dwellings, which included 20% affordable housing; strategic landscaping; and public open space.

On Saturday 15 ^th October, Bury St. Edmunds Rugby Club did its part for raising awareness of breast cancer. For their home match versus Worthing, the 1XV Team played in a special edition pink jersey to help raise awareness for this great cause. JBPL also did its part.

James Bailey was in attendance at the fixture, and was fortunate enough to be offered the opportunity to purchase one of these limited edition shirts. At the end of the match James meet with Charlie Reed and was presented with the no.15 shirt.

A great afternoon out, and a very worthy cause.

Trailblazer for Low Cost Regeneration of Older Skate Park

Jamie of the JBPL Team has been involved in an exciting and innovative community project based in Suffolk.

The project is centred around new obstacles being installed at the Stoke Bridge skatepark in Ipswich, which celebrated its 20th anniversary earlier this year. The project has only been possible with the help and support of: Skate Suffolk; Skateboard GB; and Betongpark.

The obstacles were originally the main attraction during the temporary pedestrianisation of The Strand in Westminster last year, which are now being rehomed in Ipswich. These new additions will help modernise an ageing, but much-loved public space.

Skateboard GB provided the grant funding to Skate Suffolk to transport and install the forms at the skatepark, which took place on Friday 30th of September.  This was a significant logistical undertaking, with each obstacle weighing between 1 and 3 tonnes and needing specialist equipment to transport and re-locate the pieces between Westminster and Ipswich. 

A further skateable sculpture will be stored by Ipswich Borough Council for potential future temporary, or more permanent installation, in active public realm or multi-use development in the future.  

Skateboard GB, Skate Suffolk and Ipswich Borough Council have worked together with skatepark experts Betongpark - who originally created the sculptures at The Strand. The obstacles had been in storage with Westminster City Council since the end of the project last autumn, and will now have a long-term home in Ipswich. 

Skateboarding is a rapidly growing sport, with in excess of 534,000 active participants in England and approximately 750,000 across the UK as a whole. It is an activity with a strong and growing record of attracting new people into physical exercise and, in particular, working effectively with young people at risk of marginalisation from education, employment and mainstream sports.

The project in Ipswich is a trailblazer for low-cost regeneration of older skateparks nationwide, whilst embracing the ethos of the ‘active public realm’ and ‘active travel’ agendas. These terms describe new ways of revitalising urban spaces by encouraging sports, physical activity, public art and the custodianship of those spaces by users, whilst reducing transport emissions and improving public health. 

James Hope-Gill, CEO at Skateboard GB, commented: “I t is great to see amazing sculptures which were created for and by skateboarders, being given a new lease of life in Ipswich. We are delighted by the forward-thinking attitude of Ipswich Borough Council for recognising the need to continually upgrade skateboarding facilities in the town .”

Cllr Philip Smart, Ipswich Borough Council Portfolio Holder for Parks, says:

“ There’s nowhere better than the Stoke Bridge Park Skatepark to site these skateable sculptures. Ipswich Borough Council is pleased to help skateboarders through our provision of skate parks at both Stoke Park and Whitehouse Park. We are here for our residents of all ages who want better skateboarding and improved leisure facilities .”

The new features at Stoke Bridge skatepark are already being utilised and benefiting the local community.

Reserved Matters Delight at School Road, Elmswell

Reserved Matters Approved, School Road, Elmswell

After securing an Outline planning consent in early 2021, JBPL were pleased to follow up on this success by helping Bloor Homes Eastern secure a Reserved Matters consent for 86 units on land at School Road, Elmswell.

Landscaping, Appearance, Design and Scale were all considered as part of the application. 86 new dwellings will be provided, which includes 30 affordable homes and 10 bungalows. Landscaping, open spaces, and land for a pre-school were also included within the proposals.

Key aspects of the scheme related to a number of highways improvements that had been secured via the Outline consent.

These included: junction improvements; road widening; and provision of a significant portion of the ‘Elmswell-Woolpit footpath and cycleway’ link. Bloor will now be looking to deliver these important improvements, in tandem with the local community.

As well as benefiting from an Outline consent, the site has been identified for allocation within Elmswell by BMSDC in their emerging Joint Local Plan. It has also been included within the proposed Settlement Boundary for the village, by the draft Elmswell Neighbourhood Plan. The principle of development has therefore clearly been established for the site, with the District Council and local community wanting to see the site brought forward.

Nonetheless, Bloor were keen to continue to work with the local community, and invested a lot of time in effecting a positive working relationship with the Parish Council and Ward Member. JBPL were instrumental in assisting with this collaborative approach, which seems to have worked well for all parties, so far.

Following a lengthy Planning Committee, the proposed development was approved by Mid Suffolk Members on Wednesday 22 ^nd June 2022.

James Bailey Planning Ltd. has worked closely with a homeowner to secure planning permission for the Change of Use of an existing annexe building to create a holiday let in the heart of Cavendish, West Suffolk.

The Farriers Stables sits within the Conservation Area of Cavendish, but has been sensitively considered so that would not impact the character, appearance or amenities of the area. With the planning consent, The Farriers Stables will now provide additional overnight visitor accommodation to support the local economy. It will also provide a base to explore the rights of way network, including walks along the River Stour and exploring the historic village.

JBPL have again been instrumental in helping Bloor Homes secure another Reserved Matters success on a site off Union Road in Onehouse, Suffolk

The scheme is for 146 new dwellings, which includes new open spaces; landscaping; footpath linkages and connections. It follows an earlier Outline consent secured by Endurance Estates, and builds upon policies within the adopted Stowmarket Area Action Plan.

JBPL and Bloor Homes were commended for their exceptional approach to consultation and engagement, which continues to pay dividends to all involved, especially the local community and nearby residents.

Mid Suffolk Members approved the scheme by a majority vote on 6th April 2022.

Linked Success at High Street, Walton

JBPL has been please to assist Bloor Homes Eastern with the delivery of a Reserved Matters planning permission on their site north of High Street, Walton, Felixstowe.

The scheme centred around the delivery of a link road and 2x roundabouts between Candlet Road to the north and High Street to the south. 366 new dwellings were proposed, along with a central linear park, public open spaces, and land for a pre-school.

The site followed an earlier Outline consent, and a Design Brief Compliance Statement, which set out specific details for the different Character Areas identified across the site, including storey-heights; key features; and building materials to be used. Rain gardens were introduced as an innovative feature into the layout, during the course of the application process.

JBPL and Bloor Homes working collaboratively with Officers from East Suffolk Council and Suffolk County Council, as well as engaging with Felixstowe Town Council.

The proposed development was approved by East Suffolk Planning Committee on Monday 7th March 2022.

Self-Build Success at Old Newton

James Bailey Planning Ltd. has worked closely with a local landowner to overcome previous planning concerns and secure Outline planning consent for 5x self-build dwelling plots and a community car park, in the village of Old Newton, Suffolk.

A similar application had been refused in 2018 on the basis of impacts on the local Grade 1 listed St. Mary’s Church. A subsequent appeal was dismissed later in 2018 for the same reasons. In 2019, a further Outline application was again refused on the grounds of heritage impacts; highways issues; and impacts on the character of the surrounding area.

This new application sought to address the heritage issues through revising the layout of the scheme by re-orientating the buildings; securing storey heights; and defining plot boundaries. At the same time, further consideration transformed the original idea of a car park especially for the adjoining primary school, to a more useful ‘community car park’. Revising the access to the site and orientation of the car park also allowed for improved pedestrian connectivity, which overcame the highway's concerns. At the same time, these changes allowed for an improved wildlife area to be introduced to the scheme.

Positive engagement, feedback and support were achieved from both Statutory Consultees and the Parish Council.

The application secured delegated approval in February 2022.

World Pangolin Day - 19th February 2022

Saturday 19 ^th February 2022 is World Pangolin Day, when the global pangolin community comes together to celebrate these unique, but highly persecuted animals. Here at JBPL we are proud to being doing our bit to support these important creatures that really do need our help.

Since the company was founded in 2020, JBPL has been an enthusiastic supporter of “REST” and the important work of Maria Dieckmann and her team. We have continued to assist them where we can, and we are proud that they were our first chosen charity. In 2021, JBPL donated £1,220 to the good work at REST, and we are hoping to be able to assist even more in 2022. In 2022, JBPL have also added “Fauna & Flora International” to our list of supported charities, who have been involved in international conservation for over 120 years. In honour of the pangolins, we are also proud drinkers of “Pangolin Gin” , who are equally doing their part for this worthy cause.

Wishing everyone, including our important scaly friends, a very happy and peaceful World Pangolin Day, from all at JBPL.

JBPL Gin Making Adventure

For their 1st Christmas outing, JBPL decided to do something a little different…

…they went gin making!

Signing up to an “ Adnams Experience” , the intrepid explorers of JBPL (Charlotte, Peter, and James) ventured into the laboratory at the back of the Adnams store in Bury St. Edmunds in their quest to make their favourite tipple. After much tasting; discussing of flavours; an education into various botanicals; experimenting; and more tasting, new concoctions were created.

It was a fabulous afternoon, which was made all the more special by the resident Adnams host Jasper, who was both highly knowledgeable and also lots of fun. It provided for a great alternative Christmas outing.

Steele Bodgers 2021

On Wednesday 24 ^th November 2021, JBPL were extremely pleased to host our first corporate event - a table at the much-anticipated Steele Bodger Corporate Lunch and Annual Rugby Match at Cambridge University Rugby Club.

The event sees the University of Cambridge Light Blues take on the prestigious Steele Bodger XV, that was originally set up and selected by Barbarians President and Emeritus Chairman of the International Rugby Board Micky Steele-Bodger CBE. Since the inception of the fixture in 1948, the event has been used as a ‘send-off’ for students prior to facing Oxford University at Twickenham Stadium in the Varsity Match.

JBPL were glad to be able to share our first corporate event with Anjoli Foster (Barrister – Landmark Chambers), Anthony Palmer (Planning and Technical Director - Nest Developments), Mark Chapman (Technical and Planning Director at Taylor Wimpey East Anglia), Rob Evans (Director – Cannon Consulting Engineers), Ruby Lord (Assistant Architectural Technician – Bloor Homes Eastern), Stephen Lee (Architectural Technical Manager – Bloor Homes Eastern), and Steven Stroud (Strategic Projects and Delivery Manager – Babergh and Mid Suffolk District Councils).

Despite the cold weather, it was a thoroughly enjoyable day, from networking with some of the most interesting and successful businesses throughout the Region, to watching an exciting game of Rugby.

We look forward to more corporate events with our colleagues and clients in the next year.

Positive Engagement Helps Bloor Homes Secure Planning Approval at Long Melford

JBPL are exceptionally pleased to have been able to assist Bloor Homes Eastern in securing a planning consent for their much-enhanced scheme in Long Melford, following positive dialogue with the District and Parish Councils.

The Reserved Matters application for 150 dwellings, was submitted to Babergh District Council in April 2021. This followed a decision from the Secretary of State in April 2020 to allow an earlier Outline application, which had been originally refused by the Council, and was then subsequently challenged via an appeal.

This contentious site was initially considered at a Babergh Planning Committee in July 2021, where it was determined that the application should be 'deferred' for additional consideration of: the housing mix; design; layout; and sustainability measures, which Bloor were recommended to explore further.

This provided the opportunity for more detailed communication between the stakeholders. Bloor Homes successfully used this period to effect excellent communication between themselves; Long Melford Parish Council; and District Council Officers, of which JBPL was also heavily involved.

The outcome of these discussions led to the creation of a balanced, attractive, and high-quality residential scheme. This included creating important open spaces; an enhanced entrance feature (including the enhancement of the WWII Spigot Mortar off Station Road); a wider use of materials including flint buildings and walls and colour render; higher quality shared spaces; improved landscaping; and more PVs and electric charging points across the site.

The scheme was approved unanimously on 6th October 2021 - an indictment of Bloor's commitment to seek to improve the scheme.

JBPL Joins Royal London Pension Scheme

Wild Camping Approved at Harkstead

JBPL have been very pleased to help a local landowner try and make the most of the opportunities that COVID-19 presented. The client and their family had for some time been considering diversifying different parts of their farmstead around Nether Hall in Harkstead, and the pandemic brought about an opportunity to consider camping on part of the land. The key to success was going to be balancing impacts on the village and the AONB, with benefits to the wider area.

Early discussions with Babergh District Council Planning Officers; the AONB Officer; and the local community, paved the way for a sensible compromise between assisting with local leisure and tourism, whilst restricting any impacts on the immediate area. The result was an application for 6x wild camping pitches, and 4x shepherds huts, on a sustainable site, that achieved a delegated approval from Babergh District Council.

It is understood the Nether Hall Farm wild camping experience is now clearing for take-off, and the location is well worth a ‘staycation’.

National Planning Policy Framework Update (July 2021)

Key Changes to the National Planning Policy Framework (NPPF) (July 2021)

Summary of main changes:

The main focus of the changes to the NPPF centre on design. The terminology used changes from “safe and sustainable” to “safe, beautiful, and sustainable”. This emphasis on design is found throughout the changes to the guidance, with the new policy guidance in paragraph 131 concerning tree lined roads as a necessity for creating beautiful places. There is now an increased onus on the collaborative working of LPAs, developers, applicants, and external consultees to enable sustainable and high-quality development. The NPPF now follows the commitment of the 17 Global Goals for Sustainable Development up to 2030. Significant weight is now added to the design of prospective developments and the use of design guides, masterplans, and design codes.

Key areas of interest to our clients are:

Ensuring Land is used efficiently while also creating beautiful and sustainable places.

Paragraph 128 states that in order to “provide maximum clarity about design expectations at an early stage”, all LPAs “should prepare a design guide or code, consistent with the principles set out in the National Design Guide and National Model Design Code, reflecting local character and design”.

The updated policies are aiming to improve the design of new developments, in response to the findings of the Government’s: Building Better, Building Beautiful Commission. Paragraph 133 of the NPPF, goes on to say that “significant weight” should be given to “development which reflects local design policies and government guidance on design, considering any local design guidance and supplementary planning documents such as design guides and codes”.

The new Paragraph 133 goes even further to state, that “significant weight” should also be given to “outstanding or innovative design which promote high levels of sustainability or help to raise the standard of design more generally in an area”.

New streets are tree lined and incorporate trees (such as parks and community orchards).

Newly added Paragraph 131 outlines the requirement for trees to make an important contribution to the character and quality of urban environments. Paragraph 131 states policies and decisions should ensure that new streets are lined, and that opportunities are taken to incorporate trees elsewhere in developments, retaining existing trees wherever possible.

It is stressed that Applicants and LPAs should work with Highways and Tree Officers to ensure that the right trees are planted in the right places, and solutions are found that are compatible with highways standards and the needs of different users.

Opportunities to improve biodiversity in and around developments especially where this can secure measurable net gains for biodiversity or enhance public access to nature.

The new Paragraph 180 provides useful guidance on the improvement of biodiversity in and around developments. Special consideration should be given to the integration of biodiversity net gain within the design of the development, where it can successfully secure measurable biodiversity enhancements.

Faster delivery of other public service infrastructure such as further education colleges, hospitals, and criminal justice accommodation.

A new addition to Paragraph 96 is: “to ensure faster delivery of other public service infrastructure such as further education colleges, hospitals, and criminal justice accommodation, LPAs should also work proactively and positively with promoters, delivery partners and statutory bodies.”

TruckEast is on the move

JBPL are very pleased to have been able to assist TruckEast relocate from their existing premises at Violet Hill Road, Stowmarket to the new commercial and employment site at Lawn Park Business Centre, Woolpit, which is located adjacent to the A14.

JBPL worked closely with the client, C-Squared Architects, and GH Bullards, to secure a delegated planning consent for the new, highly sustainable, purpose-built depot, at Lawn Park Business Centre, Woolpit. The permitted development now allows for a vehicle maintenance and service depot, which includes workshops of dealing with bodywork, accident and paint repairs for HGVs.

This was a Reserved Matters application which followed an earlier Outline consent allowing for Use Classes: B1, B2 or B8 on the site.

This positive outcome was aided by excellent communication and a positive working relationship with all involved, including: the applicants and their consultant team; the District and County Councils and their Officers; the involvement of local Parish Councils; as well as early engagement with the various stakeholders.

Peter joins us as a skilled planning professional and Chartered Member of the Royal Town Planning Institute (RTPI) with over 15 years of planning experience in the East Anglia area, including time spent at Babergh and Mid Suffolk District Councils as well as South Norfolk Council. More recently Peter has worked as a Senior Planning and Infrastructure Officer at Suffolk County Council specialising in complex strategic infrastructure, S106 matters, and representing SCC at planning appeals.

Haughley Park Appeal Success

Since 2017, James Bailey has worked closely with the owners of Haughley Park, via Mr. Robert Williams, to avoid an existing adjoining factory site being turned into a housing estate. Two planning applications, first for 149 dwellings and then subsequently for 120 dwellings, were refused by Mid Suffolk District Council, with James preparing strong objections to these proposals on the grounds of impacts on the important heritage assets, and impact on the existing weddings and events business which have been operating at Haughley Park since 2008.

An Appeal was subsequently lodged against the Council’s decision, and Haughley Park Limited felt strongly enough to warrant becoming a ‘Rule 6 Party’, where they sought to employ their own barrister and expert witnesses to sit alongside both the Appellant and Council on an equal footing. The Public Inquiry took place in January-February 2021, with the Inspector, Mr. Tom Gilbert-Wooldridge, resoundingly dismissing the appeal in a Decision issued on 25th March 2021. (See Appeal Decision APP/W3520/W/20/3258516).

JBPL were proud to have been involved in this Appeal and a special thanks must go to: Anjoli Foster of Landmark Chambers who was a phenomenal Counsel throughout the process; Rob Evans of Cannon Consulting Engineers who was our highways witness and was successful in raising the highways safety issue; and Alex Roberts of DLP who was instrumental in arguing the case for the impacts on the existing wedding and events business (notably using the ‘agent of change’).

This success will hopefully enable the wedding and events business to continue to grow at Haughley Park, building on the existing events of: Bluebell Sundays; Weird and Wonderful Wood; Alive and V’Dubbin; and more recently the Spectacle of Light. REST - A Really Worthy Cause

Following a successful start-up year, JBPL were pleased to be able to make a further donation to our chosen charity " REST " With everything that is going on across the world at the moment, it is very easy (and understandable) to get lost in our own personal issues and circumstances. However, the world continues to turn, and endangered species still need our help. It is therefore with great pride that we are able to share a little of our success at JBPL with others, and we hope that our small contribution goes towards making a difference to wildlife that really deserves our help.

The “Rare and Endangered Species Trust” (REST), specialise in conversation of some of Namibia’s most endangered species, including birds, animals, and reptiles. The most notable creature they care for is the pangolin – the most trafficked animal in the world.
The team at REST specialise in: research; conservation; and education.

We want to wish Maria Diekmann and all her colleagues all the very best for 2021. Great work, and total respect, to all those at REST and other like minded organisations across the world.

Planning Success at School Road, Elmswell

Outline Planning Consent Granted for 86 Dwellings at Elmswell, Suffolk

JBPL are pleased to report that following a planning application that was submitted back in May 2018, the site to the north-west of School Road, Elmswell was approved by Mid Suffolk District Council on 20 ^th January 2021. Having been 4+ years in the making, a highly sustainable Outline consent has now been achieved, which in no small part has been due to the exceptionally positive working relationship between the applicant, landowner, their consultant team, the District and County Councils and their Officers, local residents, and various stakeholders.

The Outline application has secured 86 units with a fixed housing mix, which includes much needed bungalows, that has been carefully agreed with Officers. There is also the unique opportunity to deliver some key infrastructure for Elmswell, including: the provision of land for a pre-school; important landscaping; various highways and junction improvements; and most especially a critical part of the footpath and cycleway link between the two villages of Elmswell and Woolpit. The Planning Committee in November 2020 also sought the protection of a 150+ year old oak tree off School Road, which was carefully considered and will now be retained in the final scheme.

Despite being an allocation in the emerging Joint Local, it was still important to ensure that the appropriate community benefits were provided by the scheme. It is felt this has now been achieved, and the hard work and effort from all those involved has paid off, and has paved the way for this site to make a positive difference to this important Key Service Centre.

Biomass Boiler Success

After several months of negotiations, JBPL has helped Vital Energi gain planning permission for a new biomass boiler that was seeking to use new technologies that would reduce the carbon footprint of the Muntons site at Stowmarket.

The approved scheme will now result in a zero carbon biomass boiler, that will generate 73.3% of the Muntons site heat demand. Not only will the boiler generate heat and power, but the scheme will also allow for the new equipment to be sited within a combined technology Energy Centre.

T he application involved detailed discussions with BMSDC and SCC Officers, but successfully achieved a delegated approval.

Huge Delegated Success for Taylor Wimpey

JBPL has been instrumental in helping Taylor Wimpey East Anglia secure a Delegated planning consent for a Reserved Matters application for a whopping 305 dwellings. The site, known as ‘Wolsey Grange’, is a strategic allocation on the fringes of Ipswich, but lies within Babergh District Council’s administrative boundary.

This decision follows many years of close working with BMSDC, SCC, Parish Councils and other statutory consultees, in order to address the issues and concerns that are associated with such a large, and important site. Well done to Babergh District Council for taking the delegated decision route, and to all concerned with the project. JBL were pleased to be an important member of the team.

Commercial Success for Muntons Plc., Stowmarket

JBPL have been assisting Muntons Plc. with planning matters to help them reconfigure the car parking arrangements at their Stowmarket site.

The aim was to better utilise existing and new spaces for parking provision across their site, as part of Muntons continued strategic growth programme. Working closely with BMSDC, JBPL were pleased to secure a Delegated planning consent for this important regional business.

JBPL Skippers Boating Success

JBPL has assisted Rofix Restoration, a boat restoration and engineering business who are a specialist manufacturing agent for Flexiteek, in charting a safe route through the choppy planning system, who were in search of alternative long-term accommodation.

Despite a broadside objection from the Parish Council, and a swell of local opposition, JBPL managed to navigate to a Delegated Approval through close working with East Suffolk Planners and Economic Development Officers, and also Suffolk County Council Highways Officers.

The resultant approval now allows an economic opportunity for a local business to be anchored in a location that better serves its clients.

Another Delegated Success

JBPL has secured planning permission for two new commercial buildings at Rookery Meade Farm, Drinkstone. This followed pre-application discussions with Officers from both Babergh Mid Suffolk District Council and Suffolk County Council. There was also direct dialogue with the Parish Council and the adjoining neighbours. This was a swift and efficient application, conducted in the correct manner, that concluded with an expedient delegated decision. The result – more well planned employment opportunities and economic growth for rural Suffolk.

REST chosen as JBP charity

James Bailey Planning is pleased to announce that going forward our chosen charity is ‘REST’ – the Rare & Endangered Species Trust, which is based in Namibia.

I came across the charity after watching a BBC documentary, narrated by Sir David Attenborough, on the worlds most trafficked animal - the pangolin. After watching the plight of this magical and strange creature, and seeing the star of the programme Honey Bun, I had quickly made up my mind that this was something I wanted to try and help with. After contacting the organisation, and liaising with the founder Maria Diekmann directly, I knew this was something that I wanted to be involved in, and the launch of my own planning consultancy offered me the platform to do this.

REST started in 2000, and purposefully chose to focus its attentions on the “Forgotten 5” species of Namibia, in an effort to help the creatures that do not usually generate the media attention other species make. The efforts of the team and the organisation are therefore very focussed.

I know its not ‘planning’, but there is a world outside of the development industry in the UK that we all need to be mindful of.

After 20+ years of working for Local Authorities and large planning companies, I have finally made the jump to setting up my own planning consultancy.

James Bailey Planning Ltd. was officially launched on 1st January 2020, where I will be offering the full range of planning services and advice, that will be individually tailored to client’s specific needs and requirements. With various consultation stages of Local Plan’s expected in early 2020, along with reviews of 5-Year Housing Land Supplies, and housing needs assessment, it is destined to be another hectic start to the New Year in ‘planning’ terms.

I will be pleased to offer initial advice on whatever your planning proposal. Here’s to a successful and prosperous year for all.
